How to Connet this cellular camera with my phone?

You connect to the camera via the app. Once the camera is on the cell network, through the app you find it and then can control it. App isn't the best, but it works.

Do I need to have the SD card?

No. But it takes far less data usage to record only to the SD card (not the cloud) and use data only to view and retrieve what you need.

Can videos be automatically saved on the cloud or Dropbox or do I need to pay for a new storage?

You have to use the Cloud service which is a paid service, you have to buy it, or you can install a micro sd card to record all videos locally to the card.

How to Reset this cellular security camera?

There is a reset button next to the SIM card. If the camera is not working it may be that the data plan has expired. Contact customer care for instructions on how to add data time to your SIM card.
