Yes that’s my understanding. I’ve not been able to use this yet so I can’t confirm it makes that amount but it looks like it will be 1 litre judging from the bottles.

Yes it is. You end up with all I can describe it as is slime. Like the kids toy. It’s very sticky but you can remove it using your fingers or a tooth brush. If you keep it clean it’s reusable.

how many WK308B/G enclosures will this fill?

I've not done mine yet, but using some rough estimates of internal volume based upon the unit's dimensions, less that occupied by cabling (about 0.0002-0.00025 cubic metres), I'd say 4 or 5. I was going to remove the block mount to allow the connection block to sit lower and perhaps require less fluid.

Can you fit the lid of the box before the the gel has cured?

Gel takes approx 5 minutes to set .lid can go on no problem so long as junction box won’t move and gel will set properly
