It probably wouldn't work for that. Your house will get air exchange through windows and openings like doors and basically most houses breath which means in and out air. That means if your neighbors house smells like one of the worse I can think of is making drugs that's a huge problem. Now apart for that I think you could try but I stand behind my first reply. Probably won't stop your neighbors stench from moving into your home. Better would be not opening your windows or doors very often and keeping them closed most of the time then add several top of the line reliable air purifier. The ones that have charcoal filters probably would help get rid of bad air drifting inside your home. Btu nothings going to actually stop the onslaught of the smell. Hiding out in your own home not great. Maybe call your local authorities in your area and ask for help. If they are making drugs it might help end it. Good luck and hope by now you've rid the problem.

No! You need an oil-based primer to prevent tannin bleed through.

Can this be used on particle board subflooring?

I assume you're talking about OSB subflooring. BIN primer will work on that material but you may experience less coverage area per gallon than you'd see on plywood. Though I'm not sure why you'd want to use BIN on OSB. The main advantage to shellac-type primers is concealability. Tannins and other stains will leach through a latex based primer so in those conditions it's worth the additional expense to use a shellac-type primer. OSB subflooring isn't usually exposed. It has carpet or a laminate or a hardwood installed on top so concealing stains on the subfloor isn't usually needed.
