The label says it contains avobenzone and octocrylene. As for toxicity, I am not an expert.

Q: Can this be used on your face

Personally I wouldn't use this on my face it does have an oily feel and sand or dirt will stick to your skin. I only use this one on my legs. The Hawaiian tropic sheer touch is oil free,so would be best for faces

Q: What would be recommended for white skin? 25spf seems to be the right one, but at the same time can we get some tan?

I usually start off with 15, but I tan easily. If you're fair skinned, you may want to start with the 25. Sun intensity and Time will tell how much tan you get. You could burn using 50 if you sit in UV Index 10 all day.

Q: Why is it gel and not oil? Usually its oil. Its sold by the brand itself?

It is oil. I spray it and then use my hands to rub it evenly on my skin. It is definitely an oil, not a gel. If yours is a gel, it might have been exposed to cold temperatures or it might be too old.
