Can this be used with a 4-1/2" circular saw for rip cuts ?

No, this is not suitable for use with a circular saw. If you want to do rip cuts then you need product 542006 which is our saw plate, as well as 542007, our rip guide. If you have any other questions, please email info@affinitytool.com. Thank you.

Will it fit a bosch worm drive circular saw

Which clamp edge should I buy to go with it? Usually less than 10” cuts with black and decker jig saw.

It should fit your Black and Decker jigsaw. I have a Ryobi jigsaw and it fits perfectly. It states that it will fit various different manufacture jigsaws.
