Question 1

What is the run time for the max 900 lumen setting?

On the high setting I measured current draw at 1950, medium at 1200 and low at 380. The seizure speed blink blink was 1300 and the SOS mode was all over the meter (maybe zero to 2100?) Now, if the 18650 battery contains 3350mAh of juice, then theoretically shouldn't it last 1.7 hours on the high setting? (3350/1950=1.717) If the math is correct then it should last about 8.81 hours on low. I'm curious what others get on their own lights and own meter and if this looks right. (Simply measure it across the tail-cap.)

does it have to cycle through the various modes or does it have memory to return to the setting it was on when last turned off??

There is a memory to remember the last setting so the light returns to that mode the next time you turn it on.  The thing about this flashlight is getting to the various modes doesn't work well for me.  I seem to often have it in one of the two flashing modes, which is not what I want.  I read the instruction manual and still can't figure it out.  I wish this flashlight had just two steady modes.  Note too, I also purchased the much larger LC130 model and it doesn't put out that much more light than the LC90, and I would not purchase the LC130 again.

Question 3

I read in the review that you can plug the micro usb cable in to charge the light. can you also remove the 18650 battery and charge it normally?

I used a Nitecore 2-cell LiOn charger for the 18650 battery so that I always had a swap-able spare immediately handy.  I also am not as comfortable relying on integrated charging - that's just me.

A serious WORD OF CAUTION though:   After a year-and-a-half of swapping batteries between the Anker Bolder and my Nitecore charger, in a split second's inattention, I forgot to flip the battery coming out of the charger so that it went in to the flashlight in the correct polarity. 
That was all it took!
One click of the button to test the light and no light and a strong electrical smell later, and this tac-light was fried!
It seems simple enough, but make absolutely sure to replace the battery correctly oriented or there will be no second chance. Apparently these flashlights have ZERO reverse-polarity protection.  I had to order another flashlight.

How do you know when it's fully charged?

hello,
it takes 4 hours hooked up to a fully charged laptop functioning as a laptop during the charging stage.  the laptop was used for word processing and access to the internet, as well as email usage.  but, during the whole time, the LC9 flashlight was plugged in showing the red light.

then 4 hours later, the green light came on and it was as bright as it was when new.

we use the flashlight everyday at night for a few minutes and in the early morning when it is still dark outside.  it lights up a wide area and makes everything clear.  it is a great product.  the best rechargeable flashlight on the market...IOHO
