Is this goblet engraveable?

Yes you could have this product engraved.

1. What's the best way to wash it? I don't want damage silver-plated layer. 2. What metal is under silver-layer layer?

We use it for a communion chalice. Since no one drinks from it, the only way we have ever washed it was simply by rinsing it in warm water and drying it with a soft cloth. I'm not sure if the silver plating would endure any kind of "harsher" cleaning so we don't take that chance. I'm not aware of the type of metal under the silver layer.
