Q: I received mine but the surfaces are not entirely smooth and rough in some areas. Is this common? Given many areas are smooth is mine bad?

I don't think it's bad, sweetie, just needs a little love. Go to your local grocery store, in the laxative aisle, of all places, and get some mineral oil. Soak it really well on all sides overnight, and it will be great! You can always spend $8-10 on butcher oil, but mineral oil has worked great for me. I really do love my acacia cutting board.
