The clips that insert into the seatbelts were not included - I have no way to buckle to the car seats belts

You need to order those seat belt clips seperatly. I use both the safety leash that goes around the headrest and a seat belt leash. However, the seat belt leash I had was too short to use with the car seat so I ordered a longer one snd even with the new one it’s length prohibits dogs movement yo get comfortable.

Why are the measurements different for the black (23in length) vs gray (19in length)?

The fabric looks different on the gray. I admit, the visual makes it look small but since I bought the black one, I do not know anything about the gray seat.

Does this car seat have the ability to secure 2 small yorkies? If so, would I need to provide any hardware? Thanks.

So 2 small Yorkies could fit in the car seat as my 25 pound Boykin Spaniel fits in it with plenty of room. The car seat comes with one tether strap to clip to their collar but you could easily purchase another tether strap and use for the second Yorkie.

does this come with a seat belt for the dog?

It’s been a bit since I have used it. He was so little he just curled up in it. The seat itself had belts that secured it. As far as the dog itself, I don’t think so. I just used an over the head rest leash and secured it to a halter he was wearing.
