does it work internationally?  like in Africa

Works internationally ...... but if you do not have a UK credit card or have not purchased a great deal of vouchers in the UK there is no way to add to the SIM from abroad.

Does the card have any money on it? if not, how do i top it up? i need to make sure i can make calls upon my arrival to uk.

I purchased my O2 card through Amazon before I left the United States, so that I could give the telephone number to family in the U.S. ahead of time.  The card had NO money on it.  After arriving in London and checking into my hotel, my first stop was at an O2 store (there were 2 within a 1/2 mile of my hotel).  There, I purchased a 30-day plan.  And, as I was leaving England 6 days later to take a 14-day Baltic cruise and wanted to be able to "Roam" in the various countries, I also purchased some "anytime" minutes - as the 30-day plan only covered calls made in Great Britain.  Talk to the O2 sales person about your needs.  You can use a US-based credit card to pay for the charges at the O2 store.  However, if you want to "top-up" remotely, you must use a UK-based credit card to do so.
