Q: Could i use this on my nearly 2 year old boy? He has quite wavy hair with some curls I want to be able to smooth down a bit. Would it hold?

You can use it for a two year old. This is a light product (not like strong hold gel or cream) that is meant to smooth out any flyaways and tame frizz meaning it can give you smooth curls or smooth ponytails - no frizz. It holds quite well when used correctly. Hair generally get frizzy when it's dry. I normally use leave in conditioner with a bit of water before using this product and it gives a satisfying hold until the end of school day (minimal frizz at pick up time). All hair types are different. For my kids this product is brilliant.

Personally it does both for my sons hair. As long as I have wet his hair first then put enough on it helps tame the curls and keeps them in place.

I dont think it would work the way you want it to. It's not a hair gel, it is used for curly hair to define and tame frizz. It may make straight hair heavy without giving the hold you need.
