I'm having trouble opening the battery pack.... any help?

There is a clasp on the side of the box. Pull it up and the box will open.

It comes pre-strung with the lights correct?

Yes it does. Well worth the money. It has a rubber seal around the battery case to keep from wet weather. But I still stuck case inside a zip lock snack bag. Extra cautious. 5 stars

The garland came with no instructions. How do I set it for the 6 hours on and 18 off?

First, turn off the light. Then, at the time when you plan to start the light, press once to set to the timer mode. The light will start a 6-hr ON and 18-hr OFF cycle. Hope this helps. .
