if power supply is disconnected will the door bell continue to operate off the battery?

Yes if power is disconnected the ring doorbell would still operate as long as it is one of the battery powered versions not the ring doorbell pro which has no battery power.

Can this be plugged into an outdoor plug. Is it weather resistant?

It could be plugged into an outlet but the outlet should be inside the house or should be covered because it was expose it would cause a shortage

how long is the cable with it?

I don't have it in front of me at this very minute but I'd go with 15-20 feet. I still have some of it wrapped with a tie so that it's not too long and about 8 feet let out . you could always extend it with a 2 conductor and some small gauged wire nuts or pass through terminations. you don't want too run it too long though because there may be a voltage drop on really long runs.
