Yes it comes interlocked. It is large enough, however, to easily slip over the head. I have a small female German Shepherd who weighs 64 pounds.

Q: Can this be used at the same time dog is wearing e-collar? Will metal act as a conductor if it touches the receiver prongs on the e-collar?
