This device works by adhering to a surface by suction. If the light fixture cover is sufficiently flat that a suction cup could stick, the first part of the answer is maybe. The cover would not only have to be flat enough, it would also have to unscrew. It attached easily to an extension pole I already had. It has a set screw to ensure the attachment. Although the cone is flexible, it holds the recessed bulb securely as long as you follow the instructions. Clean the old bulb with a damp cloth (which I draped over the cone device) before removal and dampen the inside of the cone both before removal and placement.
