Apparently the lock was defective and when received, it came in a package within another package which was very odd. Contacted DocksLocks support which confirmed that the reset dial was frozen in place. I ordered a replacement so hopefully the new one will work since I really like this cable lock. Update - received the replacement and discovered the one that had previously been sent already had a combination set which was not the "0000" that, according to the instructions, should have been the default combination. Because of this and not knowing what the combination had been set to caused the reset dial to be locked in place. Probably someone returned this without resetting the combination back to its default setting. I can now reset the combination with ease. The quality of this cable and lock is excellent. Thank you** A: Yes, The board should not be used with the jaw on it since it will fall off unless the cable goes thru it. I know my combo, just gave it to someone I shouldn't have!** A: Yes, 1) Open Lock with old number, 2) On the right side there is a dial (this is the side that the locking teeth injects into the lock) turn it to the up position (clockwise). 3) set any new combo number you want 4) turn locking dial back (counterclockwise) then the new combo is set. **Q: I have 3 paddle board.
