Can these be used in cement floors like in my basement?

I don’t think the felt ones would be good on cement. I used the plastic sided ones in my garage while refinishing a bureau. It was helpful moving it outside when I redid it. The sleds were scratched but held up.

Would these sliders work on heavy fish aquariums?

I have put them under very heavy pieces of furniture and have been able to move them myself. I can't see why they wouldn't work if you put them under the corners of the aquarium just like I did under a dresser...

Do these have adhesive to stick to the bottom of the furniture legs??

No - there is no adhesive. You simply slide them under the furniture to be moved. The weight of the furniture does a pretty good job keeping them in place while you pretty much effortlessly slide the furniture across the floor. I've moved some pretty big things all by my self using these.
