Rain yes, total submersion no. The exterior is covered with vinyl, but the zipper is permiable.

I suspect it would float, even with a moderate load inside. However, it is a zipper closure. I doubt any zipper is truly water proof. Were you looking for something to use in scuba diving? Not this.

The case is approximately 8 inches long. It really holds more than the apple pencil. I have been able to consolidate several things into the case making it more efficient to carry my extras.
