What is the outer diameter of this tube?

Beware!!! There are wrong answers here! The OD is 5/8". The 1/2" in the title refers to the ID, which is the barb size you should buy. The 2015 seller answers are plain wrong and terribly frustrating!

Is there a 3 way valve that fits this water line? I want to bypass, to pump out tanks when changing water.

You would still have to do this with a few valves & splitters.
