Yes, it's great for minor cut and burns. I'm a welder and I'm always getting small cuts/ burns on my figures and arm. I've noticed that rip fix works better than most triple antibacterial ointments

Does this only help blisters and cuts or does it smooth dry cracked skin as well?

It will soothe and heal the skin but not necessarily smooth the skin.

Does this work for hands that are always in water 5 days a week?

It helps better with dry chapped skin. It'd be good though for repairing any cracks from humidity, to heal over the non-working days.
