Will it install windows if boot camp is installed 11?

Not by the standard apple method. You will need Rufus to modify the install ISO to bypass the TPM 2. Outside of that, you can install windows 10 and force it to upgrade to windows 11, but you still have to have it bypass the TPM 2 check.

Does it have bootcamp installed?

I bought the 2019 intel version and can assure you I have used bootcamp to install windows.

How long is the warranty for these refurbished MacBook pro?

This is NOT refurbished, it is renewed. Read the description on Amazon for what that means exactly. You do have 90 days to request refund or exchange, so sort of a warranty.
