Do these markers have neon colors?

Yes there is a neon pink, orange, green, and yellow.

Will these work on vinyl? Need them to decorate aprons with a vinyl gingerbread man.

I didn't use the color on vinyl I used them on fabric, paint penetrate the fabric and stays there. I decorate masks for Halloween and they are still fine. Take the risk (it said is for fabric) maybe you need to find something for vinyl.

Do these pens work on nylon without bleededing?

I would say yes, slight bleeding through, that is if they work at all or stay on the nylon. They are a nightmare to get to "write or draw" on any fabric.
