Question 1

How many PS4 owners aside from me are going to wait until this game is 20 bucks before you buy it?  For selling us out and making us wait a year.

I'm buying it day one, I also already purchased the Steam Version back in January. Not buying it only shows no interest in the game. It's not like the game is broken, it's an excellent game and this one comes with extras. I'm going the route of supporting it on PC and PS4 and not buying the X1 version. The X1 version was sub par in sales, the PC version already has sold way more than the X1. Support it to show PC and Playstation gamers value tomb raider more. They will see the profits they missed out on at launch by making it a X1 timed exclusive. Do what you want, but I say support the game for the platform you want. If more people buy it it shows the Fanbase is bigger on PC/PS4 and they will learn their mistake. Not buying it only shows them it didn't sell well and not really the reason behind why it sold poorly.

Question 2

Will there be any perks for playing this game on the same console that you played tomb raider? considering getting the xbox version to play sooner

The game looks and runs great on Xbox One, and you would be hard pressed to tell the difference if it were already on PS4 if there are any differences at all. I have both consoles and the original Tomb Raider reboot for PS4. There are no perks for playing on the same console. That being said, Rise of the Tomb Raider alone should not be the only reason you get an Xbox One. If you have other reasons also then go for it, otherwise play other games on your PS4 until Rise of the Tomb Raider releases. Timed exclusives and other multi-platform series having exclusive titles are here to stay. Xbox One Owners will have no choice but to buy a PS4 if they want to play their own Street Fighter V, so this is not a Microsoft only strategy as others seem to think that it is.

Question 3

Is it worth for 59.99 after 1 year delay without any free dlc and any other special content?

Xbox One version is under $40 as of today (could drop even more by the time the PS4 version arrives). If the PS4 version is the same (content wise), there is no need to over spend on a game that'll be just over a year old and offer nothing new when it arrives. My advice, wait for a sale, or hope for a free PS+ version.

I thought Microsoft say rise of the tomb raider it's only Xbox one/Xbox 360 exclusive ?

From everywhere I have read so far, it says Quarter 4 2016 release date. That could quickly change over the next couple of months, but that is what it says right now. Personally, I'll probably just stick to Uncharted 4. I really wanted this game, but by the time late next year comes around, my interest for it is going to die out.
