It is pellets. It may mean use with pads! I am not sure but I do use pads under.

Can I use these pellets to collect urine for urinalysis, or would they change the chemistry of the urine?

I need to collect urine from my cat and I do exactly what a previous owner said. I remove the pad so I can collect the urine. It is actually a very easy process this way.
