How would you sharpen the cutting heads of a tool such as this? Grind away the back side of the heads?

I used fine wet and dry sandpaper wrapped around the shaft of a suitably sized drill bit

Yes, my dear customer, Size is 1/4", 3/16", 1/8" radius, 45 degree chamfer,you can replace it as needed. The cutter head can be removed and polished。

Can you use this to round over the edge where edge banding has been applied?

I have never used it in that situation, but if I use it, I have to be very careful with the edges on a narrow edge.
