In comparison to the Eddy Electronic Descaler how much power does th Scalewatcher 3 Star put out?

The Eddy's power compares to our Scalewatcher mini or Small Wonder. The Scalewatcher 3 star has twice the power of the Eddy or the SW mini and a 10 year warranty.

I have a 1 br apartment with cold and hot water lines. should i do separate units for separate lines?

it only needs to go on the cold (main entering the unit), that being said... this company is great, I do believe they think this product does work, I told them mine did not and they sent me a larger model... that also did nothing for me. I had double wrapped my main (also as they had recommended). still had tons of build up in our shower, still had to clean our filters... no change. ... good luck to you!!

will it fit 1.5" diameter copper incoming pipe? Can it be installed outside the house?

Yes because the wires coils around the pipe. I have 1 inch copper pipe and I wrapped 2 coils around the pipe because the length of the wires. I think on the website they don't recommend outside installation. You may want to verify. I live in Arizona with hard water issues and I have defiantly noticed a difference. It is not a perfect solution but it has significantly reduced the hard water stains around faucets and shower heads don't sing as much as they did before. As well I did much research prior to committing to this purchase and decided it was worth the effort and I am for the most part satisfied. Hope this helps

With indirect water heater (60gal) and one unit at main, what's your experience with needing / not needing additional unit past the water heater?

if it actually worked, you wouldn't need any additional past your main water supply line coming into the property / unit.
