I want to fit the rail to wooden railway sleepers. Is it best to use the self tappers for this or the expansion bolts?

Difficult to answer without a photo. If the sleepers are sloping you may need to chisle a horizontal section as the fixing plates are at right angles to the upright supports and not on a swivel joint . If this is the case ordinary wood screws with metal washers will be OK.

It says 65.5cm between posts. It also says 45cm between posts on the diagram. Which is it as its very important to me?

The distance between posts is 27 in/68.5 cm.

What are the Dovetail screws used for ... the instructions are not very clear
