Incense shouldn't be used around animals period. For cats, it can cause upper respiratory distress, and for dog breeds, with small noses, the smoke and scent can cause distress as well. Please always check with your vet before introducing things like incense and candles into your home.

When I light them, they just smell like smoke. Am I doing something wrong?

Did you blow it out after getting an ember going? It only has to be lit for a few seconds. Don't leave the flame going. Other wise, not sure why it would be smelling of just smoke. Good luck.
