Q: Cannot put it together. it pops back up again. how can i make it work?

I bought mine almost 2 years ago but do not recall having to put it together. I think I just opened it; the stepping surface was then flat. Seems yours might be broken.

Q: Do you think this is sturdy enough to help an elderly person get into an SUV?

Yes, unless the elderly person weighs over 300 lbs. I'm a senior and a large person. I purchased it to get up, on to, my high antique bed after hip & knee surgery. It worked just fine. I felt more comfortable not using it to get out of bed.
