Q: Can this be powered by an 802.3at switch?

The GBT-4-IW will power on with any PoE switch, but it will have power budget according to the type of PoE you have: IEEE 802.3af PoE - 12 watts, IEEE 802.3at PoE - 25 watts, or IEEE 802.3bt PoE - 60 watts

Q: Does this have to be wired to a non poe switch if i dont need poe?

Keep in mind that this switch needs power to operate - Therefore, you need this switch to be fed from a POE source (eg: upstream poe switch) so it can get power to run itself. The devices you connect to this switch may or may not need/use power. That is up to your needs.

Q: Since it is not managed will it pass vlan tags? Our access switches use 2 vlans on most ports, like data is vlan 10 and phone is vlan 11.

Great question! Our GBT-4-IW 4 does have an option for grounding, though typically done at the network switch end. It's not recommended to double ground. For more information please contact our technical support team at success@poetexas.com.
