Will this dispenser still dispense room temp water if the electricity goes out? Can it be used unplugged?

yes. the water is gravity fed, so it doesn't matter if the power is on. All 3 tanks dispense water at all times, power or no power. I have the hot water shut off (it has a separate switch) and i can still get water from the hot water button (it's not hot, but it still flows from gravity). The power switches only control heating and cooling. Hope that helps.

Can it be used without using the hot water at all, I have no need for the hot water?

This item has worked amazingly. I don't use the middle button for room temperature water. I use the hot and cold. You don't have to use the hot water. You just need to keep enough water in the tank so the hot water heating mechanism doesn't burn up. Basically, don't run out of water. There is a red light that turns on to let you know it is heating water. The cold water button does produce decent cool water. I still add ice because I prefer ice cold water. I use the hot water to make hot tea and then turn it into iced tea.

How fast does the water come out?

Both hot water and cold are fast. The room temperature is a bit slower. Hot water is really hot and cold very cold.
