Q: what is the measurement if you were to remove the outer flange

The outer flange is not an integral part of the window so it is not included in the rough or exact measurements. The recommended min rough opening for this window is 32" W X 22" H (Width X Height). The exact size is 31 34/" W X 21 3/4 H which is a tip to tip frame measurement which does not include the nailing flange. The nailing flange can be utilized for new construction applications or can be scored and removed for remodel installations.

Q: Can the window be perched at a different open position besides completely perpendicular to the frame?

Open fully the window is perpendicular (90-degrees) to the frame. However it stays in whatever position you want (0 to 90-degrees) to the frame. So if you just want to open at 45-degrees it will stay in place. I hope that helps.

Q: Is the window totally removable? We need to get coal in each Fall.

My husband is putting it in our chicken coop. He says it depends on how you install it. If you want to take the entire window out, including the frame, you would install it with screws not nails. If you mean just the glass pane, yes it is easily removed.
