yes and no, it does with a thick layer of the paint

Q: Can these paints be used as gouache, rather than watercolour?

A watercolourist may find them to be "opaque" but someone who works with gouache will find them very transparent. Gansai is not truly like either watercolour or gouache in the Western sense, and is pigments in a glue binder (which varies by colour and by brand) used as a convenient stand in for hand grinding pigments and mixing with glue in Japanese Nihonga, like a practice paint I suppose.
