Do i mix 5ml with 1 litre and use this water once a week? or do i use this water indefinitely? or do i water the bonsai with 1l every time?

You should feed only during the growing season. Once made up the nutrient content will reduce, nitrogen in particular will evaporate, so it is best to make up fresh on a regular basis. If 1 litre is too much reduce the amount you add to the water, 2.5ml in 1/2 litre should be easy to guess using the cap. Overfeeding will cause more problems than under.

Bonsai pine tree is 2 months old. Should i use this now or wait til its older?

I give my Bonsai this every Saturday, throughout the week (if required) to keep the soil damp I use tap water. I would use it now.

can this be used why growing bonsai from seeds

I don't know. However, my grown tree appeared almost dead and has been completely revived with this product!

How is this feed different to something like Babybio plant feed?

The N P K make up is significantly different between the two where the Bonsai food is better for Bonsai but I do use Miracle grow liquid diluted on my Bonsai every few months
