Is this the original japanese model, or the cheaper american one?

From the packaging I'm quite sure it's the original Japanese model, since all the text and such is written in Japanese.

I’m looking for a kurotoga pencil with 0.3 lead with a metal barrel? Is the barrel plastic?

That is the case with the Uni Kuro Toga .5mm pencil so I believe it would be the case with their .3mm! Hope this helps.
