Is the sheer curtain included?

No curtain is included. I also would not recommend this product it’s very poorly made the USB connection snapped off and the “curtain“ of lights is made of a very thin wire which isn’t easy to untangle

Memory? will this remember the last mode set rather than defaulting to a flashing mode if turned on/off by smartplug rather than the remote?

If I unplug it it will reset but if I turn it off with the remote it remembers my last setting

Can these be hung with a curtain already up?

Yes it doesn’t come with a curtain anyway but the hooks at the top are pretty small
