Yes my grandson was using it last spring at 15m still using it this year. It’s perfect for little hands as the weight is well balanced.

How strong is the water stream?

This depends on how full of water the watering can is. As it only holds a small amount of water, it is suitable for babies & young children. I wouldn't say it was strong... i would say it was relative to it's size and the amount of holes in the spout.
