The box says made in China. The company in Cranbury, NJ is Howard Berger Co. Not sure if this helps.

Is this good for an older person sitting that needs heat on them not the whole room?

One thing I forgot to mention is that this is a parabolic heater. That means the heat is focused circular, with the middle point being the hottest. That may not be ideal since a human being is not circular (no fat jokes, please!). Your head to your feet form a rectangle, not a circle. That means the heat may reach your upper body, but not your feet and vice-versa. To increase the circular area, you will have to place the heater further, which will weaken the heat (the so-called inverse-square law of radiation). For total-body heating, consider getting a rectangular radiant heater. There are many models on Amazon. The downside is that they're less focused so the heat won't travel as far. For example, I mentioned aiming this heater at me while shoveling snow. A rectangle model would not have been able to direct the heat from inside my garage to my body outside. Another option is to get an electric throw (a small blanket for lounging). They cover your entire body and use much less electricity, around 100-150 watts.

Is it quiet or have a loud blowing sound?

The startup, low to high transitions, and shutoff have a quiet ambient singing bell sound that sounds exactly like a Hard Light Bridge when you crouch in the game Portal 2, which lasts 30 sec. The oscillation is pretty quiet, too. No blowing sound as it is infrared, it does not need a fan.
