Well, I can fit (just) a MacBook Pro M1 16" - with a substantial case on it. That's just sitting on top of clothes etc in the main compartment of the bag. So the 13" should fit fine.

What size laptop would go in front zip?

Our 13" x 9" Chromebook fits snuggly in the front zipped compartment.

Does it have a waist or chest strap?

No it doesn’t. Just shoulder strap and another on the side for you to hold it horizontally.
