Is this supposed to hold air or do you have to keep pumping as it hisses air non stop?

You have to close the little needle valve to keep the air in it. Mine holds pretty well (if I wear for an extended period, I may have to give a couple pumps every now and again). If you’ve closed the needle valve, and it’s still hissing, then you probably have a defective unit.

I have a 13 " neck size. Will it work for me?

It should work well. I just measured my neck at 12.5", and I've been using the medium size with great success for more than 6 months.

Is it made w/ latex rubber ?

Hi ..can you tell me what material the cushions are made of and if they are durable vs plastic?

They are a rubber coated in what smells like gasoline which I could not was off.There is no turning your head, the fabric "cushion" at the top falls off and won't go back on, I have had much relief from the Neck Pro apparatus which I hooked directly into the ceiling with an eye hook.
