It's not working it keeps leaking from the whole under the handle

All I can answer is this low cost pump is just what I would call a tester for when you purchase a new air rifle, if you shoot a lot then yes $pend the money and definitely up grade for a pump that is hunting quality on the trail. I think they also sent O ring's with your pump try those, or take pump to high pressure pump place, someplace where they fix water pumps air pumps those types. Good luck have fun works in the snow

Yes it’s a good pump. Made in Japan. Get a filter and the correct connector for your rifle. Worked on my .25 call hatsan

Can this air pump seat a motorcycle tire or scooter tire bead?

No, it would be able to build up the pressure with no problem, but it wouldn't have the volume needed to seat a tire. You would have to use a secondary tank to store enough air. Hope that makes sense.
