How are the dimensions measured? I am looking at the 21x36 bag. Is 21 the circumference? 21 seems way too big to be the base length in the picture.

The math being provided in other answers here is incorrect. The measurements provided are not the diameter x height, but actually 1/2 the circumference x height. Let me explain... The measurements provided in the listing are when the item is laid flat on the ground. it is a bag, sealed on both of the long ends. This is when the item is as listed (in this case 21" x 36"). So as a cylinder when opened it is circumference is 42" (21x2). The full diameter of the circle is 3.14... (pi) x X = 42. When full, the item is roughly 13.4" round x 36" tall.
