Will this work for fursuit eyes?

Yes, but since it is a water based glue that makes it stiff, you might want to use a plastic mesh if the suit will be where it will get rained on.

Is it washable? Does it remain stiff after getting wet?

Does this have sizing already in it or will stiffiner need to be added in order to block a hat with it?

I don't know about a hat,but this is almost like metal screen. You could make a beak of a baseball cap, but I don't think you could curve or shape it. It is mesh fabric, but it is stiff like metal. Idon't think you could shape it. I Never tried to wet it. I used it to make crowns. Covered it with fabric worked out well for a stiff crown.
