I have NG input of 10" WC(approx .36 pounds), i need output of between 5" WC( .18 pounds), and 7" WC(.25 pounds). will this regulator accomplish that?

This regulator is factory preset for 8" w.c. but is adjustable. Would recommend re-labelling for whatever outlet pressure you have set, for future reference

I need to reduce pressure to fire pit from my 3/4 ng line to 1/2" line to stop whistling. will this fit standard ng 1/2" line?

Yes. I have a 3/4" gas line reduced down to a 1/2" line for my gas range. The incoming pressure was too high and caused a whistling or whirring sound. This regulator solved my problem. I recommend getting the Maxitrol Vent Protector 13a15 if it will exposed to the weather.
