Is mullein tea supposed to look mouldy?

I’m not sure I’d say it looks mouldy!! It has a varied amount of greenery,different shapes but it is dry and doesn’t look mouldy

No instructions how to make the tea if it’s not got a bag I’m lost

A table spoon of tea should soaked in hot water 6-10 minutes, it is the recipe for most herbs ,except roots barks.. Vitamin C herbs (room temp water )enjoy ,very beneficial for lungs and other organs!
