I don't know in inches, but I have a 16" mandola, and it would fit a 17" with no problem.

First, let's consider your Mandolin is in good working condition. Use a good quality string, which D'Addario is. The tone and playability will vary depending on the metal composition and string winding style. Mandolins are typically about a 14" scale, like a violin. These are mandola strings, which is a 16" scale, like a viola. It depends on the scale length of your instrument, otherwise you'd have a lot of extra string and it could be a very sloppy with a lot of extra string length. I guess you could cut them. Are there no 10 string sets made for your instrument?
