Q: What is the effective capacity of the dust bag? One reviewer said the HEPA filter is 5 gallons, which would only leave 3 gal for the dust bag.

the hepa filter is not 5 gals. in volume. but none the less, this 8 gals. vac does not hold 8 gals. of debris. the bag wraps part way around the hepa and down to the floor. it can never even inflate completely. maybe at best it collects 2 gals of debris. BUT, this is a special purpose vac, not a shop vac. it cost more. the bags are outrageously expensive and it does not truly hold much. that said, i think it meets its purpose: dust free vacuuming suitable for lead abatement. i don't clean up haz mat, but i want a dust free vac.

Yes, this VK811PH has been independently tested and recognized by LMS Technologies (Bloomington, MN) as a HEPA system. To qualify as a HEPA system, a unit must capture and retain 99.97% of all contaminants down to 0.3 micron in particle size. The VK811PH stand-alone unit showed an efficiency of 99.996% in the 0.3 micron particle size range, meeting and exceeding the HEPA efficiency requirements set by the United States Environmental Protection Agency (EPA) and required under the Renovation, Repair, and Painting (RRP) Program. The testing process used to evaluate the emissions of this vacuum is based on the sodium flame photometer detection methods from BS 3928 – Method for Sodium Flame Test for Air Filters. This process first determines the airflow rate of the vacuum cleaner, then evaluates the efficiency of the machine with laser particle counters. Finally, the efficiency of the vacuum cleaner in the powered-on state is verified using a sodium flame photometer. Documentation to certify the testing is included with each vacuum. I believe this should qualify by the EPA's RRP standards (abatement may be a different story, but probably OK for that too). I'm buying two for RRP work. I would believe that because they've labeled it as EPA certified you would have a good defense if there was an action against your company. The fact is that buying a $1000 vac to be in compliance does not help the renovators most likely to be involved with low-cost projects containing lead, so if you're willfully trying to comply with EPA, you're doing the right thing IMHO. As I understand it the true HEPA Vac must be qualified to N100 standards (99.7% larger than .3 Microns) Not enough is made of the contractors health and safety (or eye protection) so you are probably best off going with an inexpensive vacuum and spend money on full face respirators which will allow you to work longer and safer.
