Are the blades actually rotating?

Yes it does. It's what makes the planes somewhat fly. Since is hung from the center...it will go around and around til battery dies. You must hokd it like a paper airplane and give it a push and it will go in circles. Not too hard though. My kids love it. It's very neat.

How do I make it fly ?

Turn it on, hold it up and out, then throw is straight. It takes practice. I was never good at it, but my husband could make it fly well.
