The back was on on mine. It does come off easily but can be reattached. If it was missing completely, then yes, it's broke :(

can you take his shoes off/change shoes?

You can changed them with other shoes, but the pants are part of the shoe.

Do the parts you can buy in downtown disney (now called disney springs) fit with this mr potato head?

I would assume that all playskool potato head parts would fit but don't know for certain.
