If my input voltage range will be from 6v to 14v, can the output always be 12v always - without adjusting?

Your output can always remain 12v once you set it to 12v

Came with a heat sink (unattached). at what current draw do i need to use it? would of been nice if it came with a small tube of heat sink compound.

I was drawing 2 Amps without a heat sink.

how do you mount the heat sink?

Mount a small aluminum finned heat sink on the on the IC (the XL6009 chip that has the 5 pins coming off of it) with ArticSilver(r) or other thermal-transfer adhesive.
